Through our commitment to delivering value, a deep understanding of the challenges and priorities facing NHS organisations, and the collective commercial expertise from across the five partners of the Alliance, we continue to support the NHS in achieving national policy goals, cost savings, and workforce efficiencies. Below are some examples of the positive outcomes achieved during the year ending March 2026.
Agency spend reduction
We supported national policy to reduce agency spend by offering trusts access to sustainable alternatives to traditional agency staffing models, including staff banks and permanent recruitment. Our new Health Workforce Solutions framework, launched in early 2026, continues to help the NHS reduce reliance on agency staffing.
When a level of agency staffing is necessary to support safe staffing levels, trusts can access compliant agency suppliers through our clinical and non-clinical staffing frameworks, without compromising quality and patient safety.
Significant cost savings
NHS organisations achieved significant cost savings by commissioning workforce services through our framework agreements, including strategic workforce management solutions such as managed services and master/neutral vendor models, improving efficient management of temporary and permanent workforce resources and spend.
During 2025-26, NHS organisations achieved more than £9 million in savings by using our insourced services agreement. Savings were secured through discounts against tariff rates and competitive negotiations, enabling trusts to utilise spare out-of-hours capacity to help meet elective waiting time reduction targets.
Since its launch at the end of 2025, our Workforce Technology Systems framework has become an important enabler of workforce planning and management system transformation across the NHS. By supporting trusts through upcoming contract renewals, we’ve already helped deliver significant cost savings through effective contract renegotiations. The framework allows trusts to have direct engagement with suppliers, eliminating reseller fees, and providing further value for the NHS.
Supporting workplaces where staff feel safe, supported and able to thrive
Our new Occupational Health Services framework, launched in April 2025, offers access to NHS compliant suppliers that help both the physical and mental wellbeing of workforce staff. This framework has been designed specifically for the NHS and allows organisations to tailor their approach to provide the right support, at the right time, for every member of staff.
2025-2026 NHS Workforce Alliance end of year results
The following key points highlight how our services delivered tangible benefits for the NHS:
- To support national policy targets, we helped the NHS reduce agency staffing spend by £332m
- Driving productivity and efficiency initiatives, we delivered an additional £22 million in savings to the NHS through our clinical, non-clinical and staff bank frameworks
- Approximately 10.2m clinical hours were provided through our clinical staffing framework
- Over £1.1bn of NHS spend on workforce and associated services was delivered through our framework portfolio
- Our insourcing framework delivered over £9m in savings through discounts against tariff rates and competitive negotiations
- We worked with 202 NHS trusts in England including at least one from every ICB
- We reconfigured our framework portfolio to respond to the Government’s 10 Year Health Plan aims including:
- Retention and staff wellbeing: we developed a new Occupational Health framework which delivers hundreds of specific services to support NHS staff
- Analogue to digital: we launched the new Workforce Technology Systems framework in partnership with NHS England to support the Government’s ‘analogue to digital’ goal
- Alternatives to agency staffing: our new Health Workforce Solutions framework provides access to a wide range of strategic and sustainable health workforce solutions that support national policy initiatives including reduced reliance on temporary staff
