Background and challenges
King’s College Hospital had three trialled solutions for medical revalidation and appraisal management but no formal contracts were awarded, and their incumbent supplier for job planning was at a premium rate.
The trust did not want to make a Direct Award, which could be challenged, so they approached the Alliance for support in securing a compliant new contract via the Workforce Technology Systems framework.
The team at King’s College Hospital was looking for better pricing, more transparency, a compliant contract under PA23, flexibility with terms and conditions and a supplier that could offer revalidation, appraisal management and job planning solutions.
The project
Due to the tight timescales, the Alliance engaged directly with King’s College Hospital to begin the tender pack design. By utilising the Workforce Technology Systems framework, the trust were able to put a contract in place and run a Further Competition instead of a Direct Award.
In order to create a flexible Call-Off Agreement that enabled innovation throughout the lifetime of the contract, we:
- Reviewed current pricing utilising the framework’s online catalogue. Register here for access to the catalogue.
- Reviewed framework discounts via the online catalogue
- Advised on the tender documentation, ensuring the ‘ask’ was possible
- Identified any upfront costs such as implementation, data storage etc. that may be included at Call-Off.
Our Senior Category Manager worked closely with the trust to identify what the licencing number was and who the incumbent suppliers were. Key areas of focus included:
- Reviewing documentation that Kings College Hospital had drafted
- Identifying (using the online catalogue) how many suppliers in Lot 1 could provide the best solution for the customer
- Highlighting the benefits of the framework by not working with resellers
- Providing procurement tender pack support
- Supporting the contract award process and development of the Call-Off Agreement.
Outcome
- The contract was awarded in Q1 of 2026/2027 through the Workforce Technology Systems framework
- Two-year contract out to tender
- Total contract value was £250,000, with a possibility of £500,000 if extensions were used
- The Alliance support enabled the trust to run a further competition to ensure compliance and avoid challenges.
